A critical time for hatcheries, fish runs

"The Northwest Power and Conservation Council is drawing up new guidelines, as part of an update it conducts every five years, on how the federal Bonneville Power Administration will spend almost $300 million annually. The money, which is designated to mitigate damage caused by dams and development to fish and wildlife in the Columbia River system, includes about $50 million a year for hatchery programs."
