Fisheries Releases Final Middle Columbia River Steelhead Recovery Plan
On September 30, 2009, NOAA
Fisheries announced the release of the final Middle Columbia River Steelhead
Recovery Plan. This Endangered Species Act-mandated recovery plan
includes the Yakima Steelhead Recovery plan prepared by the Yakima Basin
Fish & Wildlife Board. It
represents the first time that NOAA has compiled multiple
locally-generated recovery plans into a larger NOAA Recovery Plan. We are
proud to have been a part of developing this plan, and thank NOAA for its
commitment to developing it in a cooperative manner. We believe that the
plan provides an essential road map that will guide recovery efforts for
Mid-Columbia steelhead for many years to come.

Final
Version of Yakima Steelhead Recovery Plan Completed
The Yakima Basin Fish &
Wildlife Recovery Board has completed final edits to the Yakima Steelhead
Recovery Plan. The final version can be downloaded here:

This plan has been
incorporated into the NOAA Fisheries Middle Columbia Steelhead Recovery
Plan.
The draft response to comments
and a redline version showing edits made between August 2008 and August
2009 are also available for review. Changes in the text are redlined;
changes in the actions database tables are not redlined, but are
described in the response to comments. Typographical edits were not
tracked.

Steelhead
Recovery Plan Being Finalized
On September 24th, 2008 NOAA
Fisheries released
the Middle Columbia River Steelhead Recovery Plan, which is a draft
Endangered Species Act-mandated recovery plan for steelhead in southern Washington and north
central Oregon. This
non-regulatory plan sets objective goals for steelhead populations and
outlines the actions that will need to be taken to achieve those goals.
The NOAA plan incorporates the Yakima Basin Fish & Wildlife Recovery
Board’s locally-drafted Yakima Steelhead Recovery Plan as the guide for
recovery actions in the Yakima Basin. It also includes a locally-developed
recovery plan for the Walla Walla and Touchet Rivers drafted by the Snake
River Salmon Recovery Board, a plan drafted by the State of Oregon for
the Umatilla, John Day, Deschutes and Hood River Basins, and plans
drafted by NOAA Fisheries for the White Salmon, Klickitat and Rock Creek
Basins. This is the first time
that NOAA has built an ESA recovery plan by combining multiple
locally-generated recovery plans, and we are proud to be a part of this
ground-breaking collaborative effort. The NOAA Plan is available

The
combined plans were open for public comment for 90 days (through Dec 23rd);
the Board is currently working with NOAA to compile and respond to
comments on the Yakima Portion of the Plan. Questions and feedback on the

2005
Yakima Subbasin Salmon Recovery Plan
On October 26, 2005, the Yakima
Subbasin Fish and Wildlife Planning Board presented a completed draft
Salmon Recovery Plan for the Yakima Subbasin to the National Marine
Fisheries Service and the U.S. Fish and Wildlife Service in the presence
of Governor Christine Gregoire.
This plan addressed the recovery needs of the two listed fish
species in the Yakima Basin, steelhead and bull trout. The National Marine Fisheries Service
reviewed the plan and issued a supplement requesting revisions to the
draft (see the Federal Register Notice).
Three comments were filed in response to NOAA’s federal register
notice. The Board used this plan and the NOAA response as the basis for
development of the 2008 Yakima Basin Steelhead Recovery Plan described
above. The Board is currently
working to update the bull trout portion of the 2005 plan.
