2008 SRFB
Funding Round for the Yakima Basin
The Yakima Basin
Fish & Wildlife Recovery Board is now requesting proposals for fish habitat
improvement projects to be funded by Washington State’s Salmon Recovery
Funding Board. Since 1999, this
program has provided a total of $8.5 million to 44 different projects in
the Yakima Basin. Examples of
successful projects include providing fish passage and screening at small
irrigation diversions, planting riparian areas, acquiring and protecting
land with high priority fish habitat, restoring natural stream channel
functions, and promoting fish-friendly agricultural practices, and much
more. Applications must go through
a rigorous review run by the Board and meet all state requirements for
the SRFB program.
PRISM
PRISM is an automated, grant management
system that can be used over the Internet by applicants, sponsors,
agencies, legislators, and the public.
This is the program that we ask you to download and use to enter
your SRFB proposals. Information
on how to download and use this program are found at:
http://www.rco.wa.gov/rco/prism/prism.htm
Pre-application
Requirements
Pre-applications are due
May 23, 2008. This process is
different from previous years as we are not providing a separate Word
application. A pre-application starts
with completing the new application wizard in PRISM including the project
name, project type, and sponsor. The following information and
attachments also must be submitted for early application review.
- A project location map
- A site or parcel map
- A preliminary design
plan or sketch for restoration projects and future restoration
projects
- A project description
- Estimated budget
- Evidence that project
is part of a recovery plan or lead entity strategy
It is strongly encouraged that
applicants enter their proposed SRFB projects into PRISM, however, if
this poses a hardship, we will accept hard copies and work with you to
transfer the information into PRISM.
The pre-application process
allowed us to do two things: 1) work with applicants early on to ensure
that submitted projects are as strong as possible, and 2) receive early
input from the State Technical Review Panel so that any issues likely to
be raised in the state-level review can be addressed in the initial
application. We understand that
all details may not be final as of the pre-application data, and
understand that projects will continue to be refined after that
date. If you have any questions
about the pre-application process, please contact Angie Begosh at 509
453-4104 or abegosh@ybfwrb.org
Draft
Review Process Schedule
After
pre-applications have been received, proposed projects go through an
intensive review by the Yakima Basin Fish & Wildlife Recovery Board’s
Technical Advisory Group (comprised of biologists, engineers, and others
with technical expertise in Yakima Basin fisheries issues) and a
Citizen’s Committee with representatives of diverse interests from
Kittitas, Yakima and Benton Counties and the Yakama Nation.

Yakima Basin Lead Entity Priorities
The Yakima Lead Entity Process gives priority

is available at:
http://www.ybfwrb.org/Library/3-24-08_Yakima_Steelhead_Plan.pdf
If you need information regarding bull

Subbasin Salmon Recovery Plan. The
current draft of the plan is available online at:
http://www.ybfwrb.org/Draft%20plan/RecPlanFinal.pdf
The SRFB project review process also gives
preference to projects in priority areas for target species. These links show the designated priority
areas used in the 2007 funding round:
Steelhead Priority
Areas
Spring Chinook Priority
Areas
Fall Chinook Priority
Areas
Coho Priority Areas
Bull Trout Priority
Areas
The Technical Advisory Group ranks submitted
projects using the scoring matrix include in the Yakima Lead Entity
Strategy. This preliminary ranking
may be adjusted based on further review and technical and community
input. Reviewing the strategy will
help applicants understand how projects will rank in the review
process. The strategy is online at
